Al-Dabbagh : The  Approval   to Receive  Rice Crop Planted in  Infringe Areas outside the Agricultural Plan for the 2010 öAgricultural Season

Date : February 16, 2011          Minister of State The  Government Spokesman Ali al-Dabbagh announced  that the Council of Ministers decided to approve the recommendation of the Economic Affairs Committee on receiving rice crop, the area planted exceeded outside the agricultural plan for the agricultural season 2010 according to the mechanism provided under the Council of Ministers Resolution No. (415) for the year 2009.        Al- Dabbagh said that the approval  of the recommendation of the Economic Affairs Committee on the receiving rice crop, planted in the area exceeded outside the agricultural plan for the agricultural season 2010 comes from  the Keenness  of the Iraqi government to market such a vital product, despite the damage that may result from consuming more water exceeding the slandered quota  . However, the government is keen not to waste such a product and work on marketing it through  marketing outlets according to the plans approved.      Al-Dabbagh declared  the Council of Ministers had issued previously  decision to maintain  the policy of government to subside  pledged for the agricultural crops in Iraq and in the range (15-20%) and to revise such subsidy periodically as such policy been discussed in previous session provided that the revision of this ratio periodically as this topic was presented also at another meeting of the Council of Ministers ;which had issued a decision to include a mechanism for  marketing rice, delivered  by farmers, which had  grown their crop  outside the agricultural plan adopted in 2009 and marketing   that product to the shopping outlet as recommended by the Economic Affairs Commission of the Council of Ministers to receive the crop of the area planted in areas outside the planed rice areas   of  the agricultural season 2010.      Al-Dabbagh said that many of the requests  had been received by the Ministry of Agriculture through  the provincial councils asking    to collect rice crop, planted  outside the agricultural plan; and joint meetings were held with  related Ministries  on the topic of growing rice crop of, namely the Ministries of Agriculture and Water Resources and Commerce have been discussing the subject of receiving the rice, the area planted exceeded in the provinces of Maysan, Wasit and Dhi Qar, Diyala where, according to Ministry of Water Resources in this regard that there is a critical situation of water in Iraq, especially the southern provinces that are overtaking the share of water for crop rice, in other provinces as well as  the high salinity of the water irrigating to these provinces in addition to cultivation of rice, are made by applicants outside As a result of the plan that they could not marketing it.          Al-Dabbagh  assured that the cultivated areas has been curtailed because of unforeseen droughts conditions in Iraq  , where he achieved the farmers to produce rice, from last season, at their own risk and now have the crop ready for market in spite of the disadvantages that resulted because of those excesses, and would like to market this product who has invested a lot of huge sums of money in the process of producing  seeds as well as to the production process including  the costs of plowing   , seeds and fertilizers in addition to pesticides, and use of fuel during the production process .Not  marketing will harm  many farmers.
